Autorité de contrôle prudentiel et de résolution ACPR
Who they are
The Autorité de contrôle prudentiel et de résolution (ACPR) is an independent administrative authority, which is incorporated within the organizational structure of the Banque de France and acts as the principal supervisor overseeing the protection of the French financial system’s integrity. Since 2010, the ACPR has held substantial supervisory powers covering all banking, credit, insurance, and mutual establishments operating in the country. Its legal responsibilities include the promotion of financial stability, the implementation of stringent anti-money laundering and countering financing of terrorism (AML/CFT) systems, the protection of financial consumers from unfair business practices, and the development of bank resolution schemes to prevent market failures. Being incorporated into international standard-making organizations, such as the European Central Bank, the Basel Committee, and the Financial Action Task Force, the ACPR is a key regulatory body translating the complicated criteria of compliance established at the European and global level into the national level.
What they do
The Autorité de contrôle prudentiel et de résolution (ACPR) plays an active role in monitoring and enforcing the financial soundness, operational robustness, and regulatory compliance of all banking and insurance firms in France. The regulator protects consumers' interests and safeguards the economy from shocks by licensing businesses, conducting on-site inspections, and maintaining strict capital and liquidity ratios in line with ECB guidelines. As the nation's resolution agency, it develops proactive strategies to address failing companies without resorting to public bailouts. Moreover, the ACPR is aggressive in monitoring AML/CFT compliance, imposing severe administrative, operational, and monetary penalties on any business found not to be following the rules of transparency and consumer protection.
