Who they are
The Privacy Commissioner for Personal Data Office (PCPD) is a statutory authority responsible for the regulation, supervision, and enforcement of data privacy in the Hong Kong Special Administrative Region. The statutory authority operates under the direction of the Privacy Commissioner, who is independent of the usual civil service, in order to guarantee impartiality in the regulation of data handling procedures. As one of the organizations responsible for protecting digital rights, PCPD actively participates in formulating local privacy policies, protecting individuals' access rights, and collaborating with other data protection authorities internationally.
What they do
The Office of the Privacy Commissioner for Personal Data closely supervises adherence to the Six Data Protection Principles through the inspection of corporate policies of data users, conducting compliance inspections at random intervals, and investigating complaints of illegal processing of personal information received from the public. The PCPD has considerable powers of enforcement, issuing formal enforcement notices against non-adherence and launching administrative/criminal proceedings in the case of major breaches of corporate data by corporations. In addition to enforcement of compliance procedures, the authority actively monitors emerging technological threats through the issuance of operational guidelines on the regulation of Agentic AI governance and digital doxxing networks, as well as public education on data management systems.
