Who they are
Personal Information Protection Commission (PPC) is Japan’s sovereign information privacy regulator, which operates under the Prime Minister’s Office as an independent administrative body and exercises jurisdiction over the data-related activities of organizations operating in Japan. PPC is comprised of the Chairperson along with eight other commissioners who are appointed by the National Diet with the consent of both houses to maintain complete independence from political or commercial influence. PPC enjoys full regulatory jurisdiction over both private commercial organizations as well as governmental organizations. It is the ultimate legal guardian of personal data rights in the country. PPC exercises its jurisdiction on an extraterritorial basis, providing it with the sovereign power to supervise and regulate the activities of any organization dealing with personal data of individuals within the territory of Japan.
What they do
The Personal Information Protection Commission (PPC) regulates and enforces compliance with data protection laws throughout the Japanese economy with a wide range of regulations and enforcement requirements. Through the key legal framework of the Act on the Protection of Personal Information (APPI), the PPC carries out thorough audits and inspections of companies, issuing mandatory administrative orders and substantial fines to companies violating data protection laws. The PPC is the official database for all mandatory data breach notifications. Moreover, the PPC determines the regulatory scope of new technological risks—e.g., setting compliance requirements for large-scale datasets of AI or biometrics—and oversees Japan’s national cross-border data adequacy deals with other countries, such as the EU.
