Who they are
The Cyberspace Administration of China (CAC) is the supreme internet regulator, data protection agency, and monitor of online content in the People’s Republic of China, which acts as both a ministry of the state and the organ of the Chinese Communist Party (CCP). The CAC was founded in May 2011 and has all-inclusive administrative and enforcement powers that stem from the basic data protection trio of the nation – Cybersecurity Law, Data Security Law, and Personal Information Protection Law. The Cyberspace Administration of China is responsible for policing, structuring, and regulating the huge digital ecosystem of mainland China, where the state exercises strict control over the flow and regulation of data and digital content. Operating in accordance with its comprehensive statutory mandate, the administration monitors the Great Firewall by censoring speech online, blocking unauthorized platforms, and shaping public opinion for stability purposes. In its capacity as the ultimate data regulator in the country, it regulates the use of data localization laws strictly, carries out thorough cybersecurity reviews of technology platforms, and assesses all corporate requests for data transfers across borders. Besides, the administration regulates advanced technologies through the mandatory implementation of ethical and registration systems for artificial intelligence algorithms, generative texts, and deepfakes, and screen time restrictions.
