Who they are
National Financial Regulatory Administration (NFRA) is China's highest-level financial industry regulator and consumer protection regulator, which is a ministerial-level agency directly subordinated to the State Council. Located in Beijing, NFRA came into operation in May 2023 amid a restructuring aimed at eliminating regulatory lapses through the consolidation of the old China Banking and Insurance Regulatory Commission (CBIRC), consumer and investor protection divisions of the central bank and the securities regulator, respectively. With its network of several hundred provincial and municipal bureaus, the organization is a key component of China's central economic structure. It works as a vigorous market regulator that wields total control over all commercial banks, insurers, trust corporations, and non-securities financial conglomerates operating on the Chinese mainland to ensure the stability of China's economy against market fluctuations and localized capital shocks.
What they do
The NFRA is active in regulating, policing, and inspecting both China’s banking and insurance sectors while spearheading efforts to crack down on all forms of financial crimes. As a result of its strict mandate, which involves functional regulation and the “look-through” concept, the agency dictates corporate governance regulations, affiliated transaction monitoring, and tight regulation of equities so that major stockholders do not misuse the institution’s capital. Moreover, the NFRA is the authority that licenses all financial institutions, analyzes huge regulatory data flows, and implements risk management strategies to prevent any local financial "blow-ups". In addition, the NFRA is also the protector of financial consumers and the one who consolidates small and mid-size banks, ends price wars, and dictates guidelines for insurance funds to channel capital into technology and infrastructure development projects.
