Who they are
The FINTRAC (Financial Transactions and Reports Analysis Centre of Canada) is made up of a very specialized group of hundreds of financial intelligence analysts, IT specialists, compliance officers, and lawyers that are based from their headquarters and regional offices in Ottawa. The leadership of this organization consists of its Acting Director and CEO, Stéphane Sirard, an experienced official who has over a decade of top-level experience leading the intelligence and supervision sectors of the agency. The organization is headed by Stéphane Sirard, who is assisted by an executive team that includes Miraude Mereus (General Counsel), Patricia Bennett (Acting Deputy Director of the Intelligence Sector), and Michael-John Almon (Deputy Director and Chief Supervision Officer). As a federal agency that functions independently and on an arm's-length basis, reporting directly to the Minister of Finance, the team is the first line of defense for Canada against money laundering operations. They function as the critical link between regulation and national security, handling millions of data submissions to discover criminals while enforcing international standards of transparency among financial institutions.
What they do
FINTRAC is highly engaged in the discovery, prevention, and discouragement of money laundering, terrorist activity financing, and risks to Canada’s national security. As an independent administrative regulator, the agency regulates thousands of ["reporting entities" including banks, credit unions, real estate brokers, casinos, and money service businesses (MSBs)](1.1.3, 1.2.7) to strictly comply with the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA). The obligations are enforced through comprehensive compliance examinations and audits. Within the new enforcement regime of the agency, it has the power to issue compliance orders and impose hefty Administrative Monetary Penalties (AMPs) of up to $20 million for grave violations. At the same time, FINTRAC is an advanced and secure intelligence center that processes millions of transaction filings. When data scientists at the organization find any patterns within the transaction filings connected with financial networks, tax evasion, or organized crime, they prepare a formal intelligence report and share it with the RCMP, CSIS, and other international partners to systematically dismantle global financial crime.
