Prudential Authority PA
Who they are
The Prudential Authority (PA) is South Africa’s statutory financial regulator tasked with the micro-prudential regulation of financial institutions, functioning as an autonomous body within the administrative domain of the South African Reserve Bank (SARB). Acting as the financial stability regulator in the “Twin Peaks” regulatory framework of South Africa, the PA operates as the principal custodian of systemic safety and soundness in the country’s financial system. The PA enjoys the sole responsibility of regulating, licensing, and supervising commercial and mutual banks, insurance firms, market infrastructures, and financial conglomerates. The body acts on behalf of South Africa in international regulatory bodies such as the Basel Committee on Banking Supervision (BCBS) and the International Association of Insurance Supervisors (IAIS) to monitor risk at institutions, impose strict capital adequacy and liquidity requirements, and conduct balance sheet stress tests on key financial institutions.
What they do
The Prudential Authority (PA) exercises its mandate through regulation, supervision, and stress testing of the financial condition of banks, insurers, financial conglomerates, and market infrastructures, thus preventing systemic risks to ensure that depositors' funds are protected. The PA is vested with the sole legal authority to assess, authorize, vary, and revoke operating licenses of financial institutions to ensure that sound institutions operate in the South African financial sector. In terms of the Financial Sector Regulation Act (FSRA), the PA ensures real-time supervision of the balance sheets of institutions to ensure their strict adherence to internationally set standards, including Basel III/IV and capital requirements for global insurers. The authority sets the minimum capital, liquidity buffer, and asset classes required for firms in order to endure the worst economic shocks. Moreover, the regulator is ensuring the integration of stress tests for climate-related financial risks in the internal capital assessment of institutions, conducting on-site risk assessments, designating financial conglomerates to mitigate risk contagion, and setting prudential standards for digital assets and corporate governance.
