Financial Intelligence Centre FIC
Who they are
The Financial Intelligence Centre (FIC) is South Africa's official FIU, functioning as a specialized administrative body under the auspices of the Minister of Finance. The FIC was established to preserve the integrity of the financial system in South Africa and acts as the primary national depository that collects, analyzes, and processes regulatory information in the form of cash threshold and suspicious transaction reports provided by numerous designated financial and non-financial entities. Thus, through the process of transforming the data collected into high-level intelligence, the FIC takes an active part in investigating and stopping the crimes associated with financial transactions, which include but are not limited to money laundering, terrorist financing, proliferation financing, tax evasion, and organized corruption. Apart from being an analytical body, the FIC functions as an aggressive regulator and enforcer, ensuring compliance with the Financial Intelligence Centre Act (FICA), administering the financial sanctions lists of South Africa, and working with local law enforcement agencies, SARS, as well as organizations such as the Egmont Group and FATF to deny criminal entities access to the financial system of South Africa.
What they do
In its capacity as a financial intelligence unit, the Financial Intelligence Centre (FIC) performs its legislative functions through the continuous surveillance, gathering, and processing of huge amounts of regulatory filings such as Cash Threshold Reports (CTR) and Suspicious Transaction Reports (STRs) from banks, lawyers, estate agents, and cryptocurrency service providers. The centre uses advanced data analysis technologies in order to convert the information collected through the transactions into intelligence, which is subsequently distributed to law enforcement, SARS, and intelligence services in order to support investigations in money laundering, corruption, and organized crime cases. In addition to its role as an analytical entity, the FIC serves as a strict supervisor of institutions by conducting routine audits, issuing compliance directives, and imposing harsh administrative penalties on those institutions that lack well-developed RMCPs. Moreover, the centre is responsible for the management and publication of South Africa's financial sanctions lists, aimed at preventing the movement of terrorists' assets across the globe, in addition to cooperating with international organizations such as the Egmont Group and FATF.
