Who they are

The Egyptian Money Laundering and Terrorist Financing Combating Unit (EMLCU) is Egypt’s FIU. It operates under the administration of the Central Bank of Egypt (CBE). The EMLCU is the main national body that receives, analyzes, and processes STRs provided by financial institutions and non-financial businesses in Egypt. The Chairman of the EMLCU Board of Trustees is Judge Ahmed Said Khalil. The EMLCU imposes severe requirements for transparency, keeps records of the beneficial owners of assets, and cooperates with law enforcement agencies and public prosecutors in order to eliminate criminal financial flows. In addition, the EMLCU coordinates its activities according to the standards established by the Financial Action Task Force (FATF).

What they do

The Egyptian Money Laundering and Terrorist Financing Combating Unit (EMLCU) operates as Egypt’s regulatory firewall against monitoring illicit assets, financial crimes, and terrorist networks across borders. The way the unit operates is through the receipt and processing of reports on suspicious transactions by banks, investment firms, and non-financial institutions such as real estate agencies and jewelry stores. Through sophisticated data analytics, the EMLCU creates detailed financial intelligence files that monitor the traces of illicit assets, shell companies, and ultimate beneficial owners. Once there is evidence of money laundering or threats to security, it peels off the financial layers of secrecy and presents comprehensive investigative reports to the Public Prosecution and law enforcement agencies for asset freezing and criminal prosecutions. Apart from that, the EMLCU ensures international compliance standards in the local economy, issues security guidelines for FinTech industries, and engages in cross-border intelligence sharing with international organizations like the Egmont Group.
